California is requiring solar panels on all new homes.
California just became the first state to mandate solar panels.

Mandatory on new construction may be more acceptable.  May not increase the construction cost much with the advantage of payback over the years which the average homeowner may appreciate after giving it some thought.  With that said, the average family probably can’t afford to build a new house in California. 

Good application for Elon Musk’s new Solar Roof and Powerwall 2.
