Yes, but you also have to add the power needed to overcome the rolling resistance, which is approximately a linear function of speed. The total drag + rolling resistance is approximately the cube of the speed. The reason why hypermilers overinflate their tires is to lower the rolling resistance. I suspect the Arcimoto has a relatively high drag coefficient, even though it has low frontal area. My Lotus 7 has a drag coefficient of about .65 whereas modern cars are approaching .29.
