The California Car Buyer's Bill of Rights per the California DOMV and the California Dept. of Consumer Affairs says it's the law.
Or rather, it actually doesn't specifically say it's the law, but in order for the dealer to meet the requirements of the law...
By giving you your credit score and an explanation of how it is used and what finance options are available to you...
At the very least, they'll need your SS# and your signed authorization to enable them to obtain that credit score.
That law went into effect in 2006.

Interestingly in 2014, The LA times stated that this is NOT the law.
It says that while you have to provide your SS# if the transaction is over $10K...

All this seems to be a moot point concerning the SRK though, because the "Car Buyer's Bill of Rights" itself says...
"This law does not apply to motorcycles and off-highway motor vehicles or to transactions between private parties."
As the SRK is going to be considered and registered by the Federal government as a motorcycle, the rule doesn't apply.
